Chief Executive Officer

Allen "Skeeter" Bird is a 1985 Northwestern graduate with a degree in history. He received his master’s of public administration in 1998 from the University of Anchorage. Upon graduation from Northwestern, Bird signed on with the Army and remained in active service until 1998. In that year, he became a full-time member of the Army National Guard and was stationed in Alaska until 2005.

During his military career as an Army aviator, he served in various positions that included: platoon leader, company commander, financial manager, and battalion commander. In July of 2005, after attaining the rank of lieutenant colonel, Bird retired from the Army National Guard and assumed responsibilities as the Chief Executive Officer for the Foundation.


Director of Alumni Relations

Allen comes to the Foundation and Alumni Association with over 30 years of experience in global public relations, marketing, government relations and crisis management. Before Northwestern, he was the Director of Public Relations at the University of Missouri-Kansas City.  Originally from Hardtner, Kan., Allen earned his Bachelor of Science in Education degree in English/Journalism from Pittsburg State University.  His wife, Dawn, is a professor of English at Northwestern.

Development Officer

Sadie Bier joins the organization as its development officer, responsible for the research, cultivation and solicitation of major gifts for Northwestern Oklahoma State University.

Bier is a 2013 Northwestern graduate with a degree in accounting. Before completing her degree, she enlisted in the Oklahoma National Guard in 2007 and remained in active duty until 2013, spending eight months deployed to Afghanistan. Bier and her husband, Brandon, reside in Alva. They have a daughter, McKinsey, and a son, Dakota.


Hailey Clark

Relationship Manager

Hailey Cudmore is the organization's relationship manager, responsible for the development, marketing and management of donor relations and the stewardship program. The relationship manager also is the primary staff member responsible for contracts, relationships and expectations of donors after they have made a gift.

                Originally from Broken Arrow, Okla., Cudmore is a 2016 graduate of Oklahoma State University with a Bachelors of Science degree in Strategic Communications. She brings more than seven years of customer service experience with her.

                Cudmore currently resides in Cherokee with her husband, Clay, and a son, Creece.

Database and Research Manager

Judd joins the organization as its database and research manager, responsible for the development, management, accuracy and input of the alumni and donor database. 

Judd is a 2008 Northwestern graduate with a Bachelors degree in psychology. He also completed his masters of counseling psychology at Northwestern in 2012. Prior to his position in the Foundation & Alumni Association, Judd was employed by Northwestern as a contract clinical supervisor/counselor at the Bill Johnson Correctional Center in Alva.  

Judd and his wife, Kelcie, reside in Cherokee. They have a son, Terek, and a daughter, Anastasia.


Mandy McCamey

Financial Manager


McCamey joins the team as its new financial manager.  Previously, McCamey served the Northwestern Foundation & Alumni Association organization as its office manager. As financial manager, McCamey will be responsible for the fiscal management and the maintenance of the accounting records for the Northwestern Foundation & Alumni Association.

“Mandy has been an exceptional part of this team since she began with us six months ago,” said Skeeter Bird, CEO, Northwestern Foundation & Alumni Association. “She brings to this position 13 years of financial and logistics experience, including four years in the banking industry and eight years in the oil and gas industry. We are expecting her to take her new position to an even higher level of excellence.”


McCamey is a 2006 Northwestern graduate with a degree in business administration.


McCamey and her husband, Brandon, reside in Dacoma with their daughter, Blakely, and son, Anderson.
